In our continuing effort to make the Pesticide Sales and Use data as accurate and useful as possible, Cornell and the DEC have re-analyzed the data submitted for calendar years 1998 and 1999. The computer application programs were modified to identify additional EPA Product Registration numbers that were previously classified as "invalid". In addition, changes were made to the way that dates of applications and sales were captured in 1998, to make them consistent with the protocols by which dates were captured for subsequent years. Also, sales were reported as restricted use pesticides in 1998 and 1999, that in fact were subsequently identified as general use pesticide sales. As a result of these changes, the data tables for 1998 and 1999 have been amended to reflect the newly identified data. The following is a summary of the resulting changes to the data, which are also reflected in more detail on the accompanying chart. For even greater detail, see the revised data base tables.

The following changes occurred to the 1998 data :
    Products were identified for:
    • 71,462.36 gallons of previously unidentified pesticide sales and/or applications
        and
    • 103,015.89 pounds of previously unidentified pesticide sales and/or applications
    • 104 previously unidentified pesticide products were identified

The total amount of "invalid" pounds as reported by commercial pesticide applicators in 1998 has increased, despite having identified an additional 103,015.89 pounds of previously unidentified pesticide products. This is due to a change in the way that dates of application have been captured. For report year 1998, if a range of application dates was reported in which either the start date or the end date was not in 1998, the data were not included in the data summaries for that year. (For example, if an applicator reported applications made between May 7, 1997, and June 30, 1998, these data were not included in the pesticide application data summaries).

As a result of an informal poll of applicators and businesses that submitted these data with the wrong year, it was determined that most of the applications were actually made during 1998 and a different year had inadvertently been recorded by the person filling out the form. Beginning in 1999, data fitting these profiles were included in the application and/or sales data summaries for the year they were submitted. The change has now been made retroactively to the 1998 data tables, to bring them into conformance with the subsequent years. This change has resulted in an increase in the total amount of "invalid" pounds reported by commercial applicators from 2,992,876.9 pounds to 3,397,725.1 pounds, an increase of 404,848.2 pounds.

Also due to the above referenced changes, the Grand Total quantities reported as applied for the year 1998 by commercial pesticide applicators has increased. The volume of reported pesticides applied has risen from 3,608,305.22 gallons to 3,779,542.49 gallons, an increase of 171,237.27 gallons and the weight of reported pesticides applied has risen from 23,551,785.7 pounds to 25,422,978.4 pounds, an increase of 1,871,192.77 pounds.

In addition, 75 products that were originally reported as restricted use pesticide sales to permit holders for resale in 1998, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 17,484.40 gallons and 883,283.86 pounds. The new totals for the amount of restricted use pesticide sales to permit holders for resale in 1998 are 378,353.81 gallons and 5,200,154.02 pounds.

Also in 1998, 184 products that were originally reported as restricted use pesticide sales for end use, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 18,598.48 gallons and 59,346.17 pounds. The new totals for the amount of restricted use pesticide sales for end use in 1998 are 154,667.13 gallons and 904,443.54 pounds.

The following changes occurred to the 1999 data :
    Products were identified for:
    • 281,056.27 gallons of previously unidentified pesticide sales and/or applications
        and
    • 582,924.26 pounds of previously unidentified pesticide sales and/or applications
    • 42 previously unidentified pesticide products were identified

As a result of the capture of previously unidentifiable data, Surchlor, a sodium hypochlorite ready-to-use disinfectant solution, is now the largest volume product reported as applied by commercial applicators in 1999 on the "Relative Use (Gallons) of the Reported Top Ten Pesticide Products Applied by Certified Commercial Applicators during 1999" report. 178,358.00 gallons of Surchlor were reported as applied in 1999 by commercial pesticide applicators.

In addition, 130 products that were originally reported as restricted use pesticide sales to permit holders for resale in 1999, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 233,285.50 gallons and 154,385.87 pounds. The new totals for the amount of restricted use pesticide sales to permit holders for resale in 1999 are 367,792.86 gallons and 3,622,063.12 pounds.

Also in 1999, 243 products that were originally reported as restricted use pesticide sales for end use, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 30,620.83 gallons and 478,558.78 pounds. The new totals for the amount of restricted use pesticide sales for end use in 1999 are 82,101.36 gallons and 816,524.54 pounds.

The following tables provide the major changes in the '98 and '99 Pesticide Sales and Use Data Bases :

These data are continuously reviewed and updated when necessary. Individual and summary data may change as the data are reviewed and refined. Also, quantities listed within the individual reports are for product formulations and do not reflect the amount of pesticide active ingredient(s) applied.

Data updated May, 2002

The Department has developed a pesticide sales and use computer data base in conjunction with Cornell, and compiled the information from reports pursuant to ECL §§ 33-1205 and 33-1207. This data base was used to prepare this annual report summarizing pesticide sales, quantity of pesticides used, category of applicator and regions of application. The data summarizes the information received regarding pesticide sales and usage as reported to the Department by the regulated community. The Department cannot attest to the accuracy of the information contained in these data summaries. Users of the data are cautioned against the use of the data to draw specific conclusions regarding pesticide sales and use in New York State.

Some pesticide data submitted on non-standard forms were entered. On these forms the required report fields were not located in the same places as on the standard forms. In many cases the non-standard forms did not include all the required report fields. The data entry operators were forced to search for data that were either not there, located in a different section of the form, or even on separate pages altogether. The quality of these data are not as reliable as the data submitted on the standard forms.

The Law requires the Department to accept data from the regulated community on handwritten forms. These forms accounted for a significant percentage of the total number of forms received by the Department. The data on these forms were difficult for the data entry operators to decipher. The quality of these data are not as reliable as data submitted on typed or computer-generated forms.

Usage of zip code to define application and sales locations created a number of problems. Zip codes represent postal delivery locations. Large wilderness areas or farmland may have few if any delivery points. Since mail is not delivered to these locations, they are technically not located in a zip code. Determination of what zip code to report for an application or intended application in one of these locations was problematic for the businesses and applicators.

Some zip codes represent more than one contiguous location. Without more accurate address data than is currently collected, there is no way to divide application or intended application quantities between the separate locations represented by these zip codes.

Data reported for selected zip codes have not been reported under that zip code. These selected zip codes are unique to a location and could be used to identify where an application or intended application occurred. Identification of the specific location of a pesticide application is not allowed by the Pesticide Reporting Law. In these instances, if the zip code was located entirely within a single enclosing zip code, the data were reported under that enclosing zip code. Otherwise the data for these zip codes have been reported under the "Private" category.

Quantities for some pesticides were reported using both weight and volume-based units of measure. The validation data to determine which type of measurement unit should be used to report that particular pesticide are not currently available in a form applicable to the reported pesticide data. Therefore, the reports list both measurements, as it was reported to the Department.

Products with a quantity of zero reflect that applications or intended applications of the product were made, but that the quantity was illegible, missing, or irregular on the report form. Efforts will be made to obtain this information as the Department and Cornell continue with data quality assurance methods.

In order to show that a trace quantity of a product was applied, negligble quantities (< 0.01) have been reported as 0.01 rather than 0.00.

A reported value of "Irregular" usually refers to source pesticide reports where two values were submitted for a single field. "Invalid" refers to an EPA Registration Number that did not match those EPA Registration Numbers for pesticide products registered in New York State for a particular reporting year.

•  Sales Data (Commercial Permittee holders) - The data in these reports are based on commercial permit holders who sell or offer for sale restricted use pesticides and and those who sell general use pesticides intended for agricultural crop production. The data have been collected from source reports (Form27 (PDF)) filed by businesses that hold valid New York State commercial pesticide sales permits.
